There are alternative schemes without thermal equilibrium, e.g. the Tri Alpha reversed magnetic field (RMF) confinement and others, however, the only historical first measurements of HB11 fusion were with lasers interacting with high density plasmas using non-thermal direct conversion of laser energy into ultrahigh acceleration of plasma blocks to avoid the thermal problems.
