Επίσης γίνεται παρουσίαση της τρέχουσας εικόνας της παγκόσμιας αγοράς των φωτοβολταϊκών. Στη συνέχεια γίνεται μια αναδρομή στο θεσμικό πλαίσιο της Ευρώπης και της Ελλάδας και τις ισχύουσες διατάξεις του ανά τα χρόνια. Με αυτά τα δεδομένα, γίνεται η  σύνδεση της συσχέτισης της διείσδυσης των φωτοβολταϊκών σε σχέση με την εξέλιξη του νομοθετικού πλαισίου στη Ελλάδα. Ακόμα γίνεται η σύνδεση της επιρροής της ευρωπαϊκής νομοθεσίας στις αλλαγές που πραγματοποιούνται στο ελληνικό θεσμικό πλαίσιο.
