Η επιλογή, έγινε με γνώμονα την άμεση ανάγκη για προστασία της πολιτιστικής κληρονομιάς και ανάδειξη της πόλης. Η στρατηγική που ακολουθείται είναι, αρχικά, η αναγνώριση της δομής της πόλης μέσω της μελέτης ιστορικών χαρτών και στη συνέχεια η δημιουργία ενός δικτύου επεμβάσεων με επίκεντρο την κεντρική πλατεία, όπου στόχο έχουν την επαναφορά της αστικής ταυτότητας της πόλης. Ανάμεσα στις επεμβάσεις είναι η δημιουργία ενός δικτύου δημόσιων χώρων και χώρων πρασίνου, ο σχεδιασμός ενός δικτύου πεζοδρόμων και η προσθήκη νέων κτιριακών ενοτήτων, όπου αυτό κρίνεται απαραίτητο.  Το προτεινόμενο δίκτυο πεζοδρόμων έχει ως στόχο, αφενός την ανάδειξη του πλήθους των μνημείων των διαφορετικών ιστορικών περιόδων και αφετέρου τη σύνδεση του κέντρου της πόλης με την πύλη της Ξηράς και το λιμάνι. Επιπλέον, προτείνεται η ανάπλαση της κεντρικής πλατείας, ο σχεδιασμός δύο κτιριακών συνόλων (Πανεπιστημιακή Βιβλιοθήκη, Σχολή Μεσαιωνικών Σπουδών και Κέντρο Ερευνών) αναπροσδιορίζοντας την όψη και τα όρια της πλατείας, καθώς επίσης και η αποκατάσταση του ενετικού παλατιού, έτσι ώστε να αποτελέσουν πυρήνα πολιτισμού και πόλο έλξης για την ευρύτερη περιοχή.
