Open innovation, both as a concept and as a practical application, has experiencedsignificant growth and is a major concern for the academic community, as well as for policy and decision makers. The evolution of open innovation has led to important insights into how companies use knowledge inputs to accelerate internal and external innovation, while public organizations have long been looking for new ways to enhance organizational performance, bring about organizational change and drive innovation. While governments around the world have embarked on sustained efforts at administrative reform, the effectiveness and uptake ofsuch reforms has not been sufficiently examined.The purpose of this literature thesis is to explore open innovation in public organizations. Given the importance of innovation for the public sector, the study seeks to highlight the factorsthat contribute to the adoption and use of open innovation in public organizations, as well as the barriers to the implementation of open innovation. These can be identified at three levels of the implementation of open innovation: the connection between public organizations, the connection between public and citizens and the connection between public and private sectors.In the paper, a systematic literature review was conducted, including relevant studies from around the world. According to the research findings, open innovation has the potential to redefine the objectives of public organizations in relation to citizens and to formulate a new framework for cooperation with the private sector. For open innovation to be effective, the digital environment needs to be strengthened, local authorities and public bodies need to be more active and citizens need to be more involved.
