Content SummaryHealthcare systems are difficult to model due to their complexity, the presence of uncertainty, and their dynamic nature. To overcome these difficulties the System-of-Systems (SoS) approach is adopted. The aim of this paper is to present a methodological framework for modeling healthcare systems and defining strategies that improve the health level of a population, taking into account resource constraints. The development of improvement strategies is based on the use of mathematical programming and the resulting policies contribute to the sustainability of the examined healthcare system.en
