Summary

The thesis explores the perspective of the Municipality of Chania as a creative city, based on the creative economy’s principles, the study of international practices and networks, as well as specific cases of creative cities, which connect their development with culture, creativity and innovation. Emphasis is given to Cultural and Creative Industries (CCIs), with a central role to the creative economy, as they link intangible services and products to creative content and market objectives. The concept of cultural diplomacy in the modern era is analyzed, while the effectiveness of the practices developed by the Municipality of Chania is examined through the S.W.O.T. analysis. In addition, useful proposals are formulated for the administrators of the Organization, so that networking and especially cultural diplomacy contribute to the development of the Municipality. Composite indicators, linked to culture and the creative economy in the framework of the European Commission's Cultural and Creative Cities Monitor, are presented, as well as two new methodological approaches to composite measurement of creativity and culture at country level.As far as the quantitative research, carried out for the needs of the thesis is concerned, the degree of satisfaction of the Municipality’s residents was examined regarding their quality of life, their relationship with culture, while the level of satisfaction of the creative professionals of the Municipality was also examined. The ultimate goal of the research was the design of policies, which will support the Municipality in its effort to develop in the field of creative economy, upgrading its cultural product and developing sustainable urban development policies. From the results of the quantitative research, it appears that the Municipality of Chania has diversity and spatial advantages, related to the authenticity of the place and its unique characteristics. However, low performances are recorded concerning the satisfaction of its residents in key areas, such as their quality of life, the tolerance of the Municipality towards the vulnerable and minority groups, the initiatives of the local authorities in the creative sector.
